The board allows avatars with minimum dimensions 20x20 pixels and maximum 90x90 pixels. I have not enabled gallery avatars which, according to some, render the board open to a "transverse" attack.

I opened my picture in Paint (located under Windows Accessories).
At the top of Paint, I clicked on "Select".
I clicked on the picture.
Pressed Ctrl-A to select the entire picture.
At the bottom of the Paint screen is a pixel x pixel size. Take the mouse and move it to the edge of your photo until it turns into a double-arrow. Left-click on mouse and start moving inward picture. Watch the pixel x pixel at the bottom. Stop when under 20x20.

Next to "Select" is "Resize". Click "Resize"
Change settings from Percentage to Pixels. Keep "Maintain Aspect Ratio' checked. The Vertical is the largest hurdle, so change the Vertical to 20. Horizontal will change accordingly.

Thanks Adivie, but I need the instructions for an IPad.
Though it certainly must be possible to achieve, I was much happier with my old PC’s and the mouse you describe.
Even had a neat little programme I used for editing that could have reduced the image in seconds.

Ok, so IPads are app driven so I achieved some interim success.
